Eligibility

• (1) For futsal teams
  • 1. A team must be a single team that has been registered as Class 4 in futsal with the Japan Football Association (JFA). One team can be divided into multiple teams to participate.
  • 2. A player must belong to a team as stated above and must have been born on or after 2 April 2006, regardless of gender.
  • 3. Maximum three foreign players are allowed in a team.
• (2) For football teams
  • 1. A team must be a single team that has been registered as Class 4 with the JFA. One team can be divided into multiple teams to participate.
  • 2. A player must belong to a team as stated above and must have been born on or after 2 April 2006, regardless of gender.
  • 3. Maximum three foreign players are allowed in a team.
• (3) A player cannot play in any other team during the tournament, including the prefectural rounds and the regional rounds. This applies even if a player belongs to a team that participates as multiple teams, or he belongs to both a football team and a futsal team, both of which take part in the tournament.
• (4) Neither players nor executives are allowed to belong more than two teams in the tournament.

Number of Participating Teams

The 48 participating teams include:
(1) 47 teams representing the respective 47 prefectural football associations
(2) One extra team from a prefecture with the highest number of teams in the qualifying round of the previous cup. (Hokkaido)

Tournament Format

• (1) First Round: the 48 teams will be divided into 12 groups with four teams in each group in order to play league games. The 12 teams, which top each group, as well as the four top teams in second place in each group, will advance to the final round. The ranking will be decided by the total number of points – three for a win, one for a draw, and none for a loss. When teams tie with points, the ranking will be decided by the following:
  1. Match results among respective teams
  2. Goal difference among respective teams
  3. Total scores among respective teams
  4. Total goal difference in group
  5. Total scores in group
  6. Consider the following penalties as negative points
  a. A single warning – one point
  b. Sent-off by two warnings – three points
  c. Sent-off – three points
  d. Sent-off after one warning – four points
  7. Drawing
  The top four teams in second place in each group will be decided on points. If teams tie on points, the rnaking will be decided by the following:
  1. Total goal difference in group
  2. Total scores in group
  3. Drawing
• (2) Final Round: 16 teams will perform in knockout play. The third-place play-off will not be held.

Tournament Regulations

The followings are specifically defined for this tournament:

• (1) Pitch
  Size: 32ｍ×16ｍ as a general rule
  Radius of centre circle: 2.5m
  Quadrant radius of penalty area: 5m
  Penalty mark: 5m
  Second penalty mark: 8m
  Length of substitutes’ zone: 4m
  Tables for time keepers: each located 4m away from halfway line
  2. Defenders’ distance from the ball
  Free kick: 4m
  Corner kick: 4m
  Kick-in: 4m

  Game balls: Molten Vantaggio 3 Futsal 3000 (F8V3000) Futsal ball
• (3) Number of players
  Players on pitch: 5
  Bench: up to 5
  Foreign players on pitch: up to 2
• (4) Executives
  Up to 3
• (5) Players’ equipment
  a. Players must wear kit according to the rules of the JFA, with the following exceptions, which were altered or added on 1 April 2016 but can be exempted until 31 March 2019: Section 5 [Livery display regulations on kit] *only related lines are extracted - Team logos, players’ numbers and names on goalkeepers’ gloves and caps must be shown. - Decrease the length of manufacturers’ logo from 10cm to 8cm on the players’ shoulders, under arms, sleeves, side of hips, and hems. - Change distance of multiple logos from the same manufactures.
  b. Information about home and away kits, including shirts, shorts, and socks, which have different and distinctive colours, for both field players and goalkeepers must be stated in the application. Participants need to bring both kits to each game.
  c. Shirt colour of field players must be easily told apart from black, which is usually worn by referees.
  d. If a field player plays as a goalkeeper, he must wear goalkeeper kit as originally planned with his own player’s number.
  e. Both the front and back of shirts must have players’ numbers, which correspond with application. Ideally, shorts have numbers, too. Players’ numbers must be written in different colours from that used for the shirt and be an easily readable size.
  f. Players numbers must be integral numbers from 1 to 99, except 0. Number 1 is reserved for goalkeepers. Players have to wear unique numbers indicated in their applications.
  g. Only approved advertisement by the JFA is allowed on kit. Any related costs for the stadium must be paid by respective teams.
  h. All other details regarding kit must follow the JFA kit regulations.
• (6) Match Time
  1. First Round: 16 minutes (8-minute halves) with three-minute halftime
  2. Final Round: 20 minutes (10-minute halves) with five-minute halftime
• (7) How to decide a winner after a draw
  1. First Round: stays as a draw
  2. Final Round (except the final): goes to penalties after a one-minute interval
  3. The final: goes to six-minute overtime (three-minute halves) after a five-minute interval, followed by penalties after a one-minute interval.

Prize

• (1) Champion, Runner-up, and Third place will be awarded.
• (2) The Fair Play award will be chosen according to the JFA criteria and a trophy and gift will be given in order to encourage the spirit of fair play. This award will be given to a team, chosen from among the top four teams.
