Eligibility

1) A team shall consist for this tournament of players who belong to a team registered for the Japan Football Association (JFA) (including associate members.)
2) A player shall belong to the team stated in the preceding clause regardless of the player’s gender.
3) Players of foreign nationality are limited to three per team.
4) A player shall not have played on another team in the prefectural tournament or regional tournament.
5) A player or staff member cannot participate in this tournament on multiple teams.

Number of Participating Teams

Participating teams shall be 16 teams selected according to the following rules:
1) One team each from the nine regional football associations
2) One team from the host prefectural football association (Okayama)
3) One team from the regional football association the current champions belong to (Kanto)
4) One team from the regional football association the current runners-up belong to (Kyushu)
5) One team each from the four top regions that had the biggest number of participating teams in the previous qualifiers (one team per region in the order of the number of participating teams in each regional qualifier)
Kanto: 1, Hokushinetsu: 1, Shikoku: 1, Kyushu: 1

Tournament System

1) First Round

16 teams, drawn into four groups of four, play the round-robin contest, and the top teams in each group, the total of four, will advance to the final round. The standings in the first round will be determined by points earned. A team will receive three points for a win, one for a draw and zero for a loss. If two or more teams are even on points, the following criteria will be applied to determine the standings:

i) Result of the match between the teams in question
ii) Goal difference among the teams in question
iii) Total goals scored among the teams in question
iv) Goal difference in their group
v) Total goals scored in their group
vi) Fewer points earned based on the following criteria
 a) One point per caution
 b) Three points per one ejection with two cautions
 c) Three points per one ejection
 d) Four points per one ejection following one caution
vii) Drawing of lots

2) Final Round

The top four teams will play on the knockout system. No third-place match will be held.

Awards

1) The champions, runners-up and third-placed teams will be awarded.
2) For the encouragement and development of fair play spirit, the Fair Play Award, consisting of a trophy and supplementary prize, will be awarded to the selected team in accordance with the JFA’s selection standard. The Fair Play Award will be given per team and selected from the final-four teams in the tournament.
