Eligibility
- 1) Futsal Team
i) Teams shall be singly registered for the Japan Football Association (JFA) as “Futsal Class 1”, “Futsal Class 2”, or “Futsal Class 3.” If a team belongs to a “Club” approved for “Club Registration” by the JFA, a player who belongs to another team in the same “Club” will be allowed to participate in the tournament without transfer procedure.
ii) A player shall belong to the teams in the preceding clause and be a female player born before 1 April 2002.
iii) The number of foreign players per team is limited to three. - 2) Football Team
i) Teams shall be singly registered for the Japan Football Association (JFA) as “Class 2”, “Class 3”, or “Women.” If a team belongs to a “Club” approved for “Club Registration” by the JFA, a player who belongs to another team in the same “Club” will be allowed to participate in the tournament without transfer procedure.
ii) A player shall belong to the teams in the preceding clause and be a female player born after 2 April 1996 and before 1 April 2002.
iii) The number of foreign players per team is limited to three. - 3) Players shall not play on another team throughout prefectural qualifiers and regional qualifiers. This includes a case when the player’s team has multiple teams to participate in the tournament or a player belongs to both a football team and a futsal team that participate in the tournament.
- 4) Players and team staffers are not allowed to participate in the tournament as a member of multiple teams.
Number of Participating Teams
Participating teams shall be 16 teams selected according to the following rules:
- 1) Nine teams from each of the nine regional football associations
- 2) One team from the host prefectural football association (Hokkaido)
- 3) Six teams allocated based on the number of the participating teams in the last qualifiers.
(The allocation starts from a region with the biggest numbers calculated by dividing the number of the total participating teams in the last regional qualifier by integral numbers in the ascending order from 1 – D'Hondt method)
Tohoku: 1, Kanto: 3, Tokai: 1, Kyushu: 1
Tournament System
Participating teams shall be selected according to the following clauses.
- 1) First Round: 16 teams, drawn into four groups of four, play the round-robin contest, and the top team in each group, the total of four, will advance to the final round. The standings in the first round will be determined by points earned. Teams will receive three points for a win, one for a draw and zero for a loss. If multiple teams are even on points, the following criteria will be applied to determine the standings:
i) Match result between the teams in question
ii) Goal difference between the teams in question
iii) Total goals scored between the teams in question
iv) Goal difference in their group
v) Total goals scored in their group
vi) Points earned based on the following criteria (The fewer, the better)
a) One point per caution
b) Three points per one expulsion with two cautions
c) Three points per one expulsion
d) Four points per one caution following one expulsion
vii) Drawing of lots - 2) Final Round: The top four teams will play on the knockout system. No third-place match will be held.
Awards
- 1) The champions, runners-up and third-placed teams will be recognised.
- 2) For the encouragement and development of fair play spirit, the Fair Play Award, consisting of a trophy and supplementary prize, will be awarded to the selected team in accordance with the JFA’s selection standard. The Fair Play Award will be given per team and selected from the final-four teams in the tournament.
