Qualifying Method

1) Each regional football association shall hold a block tournament as qualifiers in accordance with the tournament regulations and determine its representing team(s) for the tournament that is specified separately.
2) Each regional football association shall promptly report the block tournament schedule and venues to the Japan Football Association after discussing with the relevant prefectural football associations and its block’s representing prefectural sports association.
3) After its block tournament is completed, each regional football association shall prepare an event report by Friday 29 August 2014 and send it to the Japan Football Association. (The deadline must be strictly met.)
4) Team allocations for each regional block and the number of representing teams will be as follows.

Eligibility, Prefectures & Players Age Rules

1) Adults Men, Women, and Juniors Men teams of each prefecture shall be arranged by one of the following methods: Single, Addition or Selection.
2) Adults Men
a) Eligible players are specified by Article 2 of “Regulations for registration and transfer of professional players” that is enacted separately under Article 81.1 of Japan Football Association Basic Regulations.
b) Players shall be born before 31 December 1997.
c) Adults Men teams cannot be arranged only with second and third grade high school students and can register only up to five second or third grade high school students.
3) Women
a) Eligible players are specified by Article 2 of “Regulations for registration and transfer of professional players” that is enacted separately under Article 81.1 of Japan Football Association Basic Regulations.
b) Players shall be born before 1 April 2000 including third grade junior high school students.
4) Juniors Men
a) Eligible players are specified by Article 2 of “Regulations for registration and transfer of professional players” that is enacted separately under Article 81.1 of Japan Football Association Basic Regulations.
b) Players shall be born before 1 April 2000 including third grade junior high school students and after 1 January 1998.
5) International Players
The eligibility of international is governed by Article 5.1.a of General Regulations.
6) Head Coach
Head coaches of all categories shall hold either of JFA Class S, JFA Class A (Japan Sports Association Advanced Coach) or JFA Class B (Japan Sports Association Coach), all of which are based on the Japan Football Association Certified Coaching License.

How to determine results

Men’s and Women’s result (Emperor’s Cup points) and Women’s result (Empress’s Cup points) are determined by the total competition points and the total participation points. The prefectural rankings are determined by the points earned.
If the points earned are equal, that ranking in question is shared by those tied prefectures and the following rank will be blanked.

Women The following competition points are awarded in all categories. – First Place: 64, Second Place: 56, Third Place: 48, Fourth Place: 40 and Fifth Place (Four teams): 20 each.
If the First Place and the Third Place are shared by multiple prefectures, the point given will be 60 and 44, respectively.
2) Participation Points

Prefectures that participate in the festival (including block tournaments) will be awarded 10 point. However, if a prefecture does not participate in the tournament despite its winning of the block tournament, the participation points will not be awarded.

Awards

1) Prefectures that are placed between first and eighth in the Men’s competition and the Women’s competition will be awarded a certificate.
2) Prefectures that are placed first in the Men’s and Women’s competition will be awarded the Festival President trophy.
3) Prefectures that are placed between first and fifth in each category will be awarded a certificate.
