Objective

This tournament aims to improve football within the Self-Defense Force, cultivate unity and strong will to win among participating players and eventually develop their quality as the Self-Defense Force personnel.

Participating teams and players

1. The total of 24 teams includes the champions, runners-up and third-placed team of the 47th Championship and selected teams at each region’s qualifiers.
2. Withdrawal is not permitted. However, when a team have possibility to withdraw due to an inevitable reason, they shall promptly notify the head office of the National Self-Defense Force Football Association.
3. Only the Self-Defense Force personnel (excluding preliminary members) are eligible to participate. The maximum number of players registered on a team is 25.
4. Participating teams shall be registered for the Japan Football Association through their prefectural football association prior to the tournament. Unregistered teams shall not be allowed to participate in the tournament.
Players shall carry their player registration document to the match site (if their application is pending, they shall bring a document that can prove their application such as an application form.) Players who do not carry the document shall not be allowed to play.

Match System & Tournament Regulation

1. Match System

- Qualifying Round
The participating 24 teams are drawn into eight groups, and the teams play league contests to determine the top team in each group.

- Final Round
The top teams from each group play knockout style contests to determine from the champions to the fourth-placed team.

2. Tournament Regulation

- Qualifying Round
1. Match Duration: 70 minutes (35 min.- 5 min.- 35 min.), No extra time
2. Ranking Determination: The rankings shall be determined, in the priority order, by points (Win: 3, Draw: 1, Loss: 0), goal difference, total goals scored, match result between the teams in question, and drawing of lots. In case of a default victory, the match result will be set as 5-0.

- Final Round
1. Final and Third-place match
- Match Duration: 90 minutes (45 min.-10 min.- 45 min.)
- Extra time: 20 minutes (10 min.- 10 min) . If the score is even at the end, the penalty shootouts will take place.
2. Semi-finals and Quarter-finals
70 minutes (35 min.-5 min.-35 min.), no extra time.
If the score is even at the end, the penalty shootouts will take place.

Substitution

Out of seven players on the match roster submitted prior to the match, five players are allowed for substitution.

Match Regulation

The match regulation is in accordance with JFA’s “Law of the Game” and this notification document.

Awards

The champions, runners-up, third-placed team and fourth-placed team will be awarded a certificate. The champions and runners-up will be awarded the following championship trophies and will retain them until the next event is held.

- Players from the champions, runners-up and third-placed team (up to 25 players) will be awarded a medal.

- The best eleven players will be awarded based on the performances in the tournament.

- One team will be awarded the Fair Play Award based on the performances in the tournament.
