Eligibility

A team shall exclusively consist of Japan Football Association registered players who are municipal employees of a local prefecture, city or certain administrative organisation (fulltime-employees only), and the players must hold the following qualifications as well. However, if a player who is hired by an administrative organisation belongs to a municipality team consisting of the said organisation, the approval from all the municipal teams consisting of the said organisation and the local municipal football association having jurisdiction over the said organisation is required.

1) A team shall complete the 2014 registration and membership fee payment for the National Municipality Officials Football Association and shall be in good standing.
Only one team per municipality can participate in the tournament. If a municipality has multiple teams, it shall conduct qualifiers within to determine the representing team or arrange their selection team consisting of players selected from multiple teams.
2) If a municipality does not have the sufficient number of players, it can arrange a joint team together with three or less other municipalities after applying for and obtaining the permission from the relevant association. In this case, the 1) process shall be completed in the name of each relevant local municipality.
3) Any question arising out of player eligibility shall be consulted by the local branch of the association. The managing committee of the association will assess the matter.

Number of Participating teams

1) The total of 32 teams selected from the following regions participate in the tournament.

2) Each local branch of the association shall determine the participating team(s) by Thursday 19 June.
The numbers of teams to be selected from each region are designated as follows.

Hokkaido: 4
Tohoku: 4
Kita-Kanto: 3
Minami-Kanto: 3
Tokyo: 2
Defending Champions: 1: Tokyo Fire Department
Hokushinetsu: 1
Host: 1: Nanao City Government
Tokai: 2
Kansai: 2
Chugoku: 2
Shikoku: 1
Kyushu: 5
Next Host: 1: Asahikawa City Government
The numbers of teams to be selected per prefecture shall be up to two (excluding the Champions, Host, and Next Host).

Awards

1) The champions team will be awarded the championship flag and trophy and retain it until the next championship is held.
2) The runners-up team will be awarded the Runners-up Trophy and retain it until the next championship is held.
3) The champions, runners-up and two third-placed teams will be awarded medals, certificates and prizes.
4) The medals will be awarded to players and a head coach registered for the tournament by the designated application form. If the head coach is also registered as a player, the maximum number of medals awarded is equal to the number of players registered for the tournament.
