Eligibility
Teams shall be registered for the Japan Football Association and the Japan Football Federation for Members of Society as Class 1 (including associate members) and shall meet the following provisions.
1) Teams shall complete the Federation registration of 2014 and be in good standing.
2) Teams belonging to the J.League, the JFL and their regional leagues as well as the football associations of the Self-Defense Force, Municipal Employees, Universities, Colleges of Technology, or Professional Schools are not eligible for this tournament.
3) Teams consisting of students from a single university, college of technology or professional school are not eligible for this tournament. However, a team listing only five or less players from the same school is allowed to play in the tournament.
4) The number of players with foreign nationality is limited to three per team (except associate members.) (Such three players are allowed to play in a match altogether at the same time.)
5) Players shall be approved their registration by the Japan Football Association by 1 October, which is the deadline of this tournament’s online entry.
6) Any question arising out of player eligibility shall be consulted by the relevant local adults football federation. The Japan Football Association will assess the matter accordingly.
7) If a team belongs to the “Club” approved for “Club Registration” by the JFA, a player who belongs to another team in the same “Club” will be allowed to participate in the tournament without transfer procedure. In this case, a player can play on multiple teams, if the teams are within the same “club”. However, this rule applies only to players of Class 2 generation and the team can bring and list players from other Class 2 registered team within the same “club”. The rule does not apply to players of Class 1 and Seniors. Only three Class 2 players are allowed to be listed and play in the tournament.
8) Players shall not be double-registered for another team.
9) Players can no longer play in the tournament if they transfer to another team during the period of qualifiers and the tournament.
Number of Participating Teams
1) The following 16 teams participate in the tournament
i) One team from each of the nine regional football federations. (Nine teams) (Excepting host prefecture)
ii) One team from the National Sports Festival’s host prefecture (Tokyo)
iii) Three teams from the National Sports Festival's host cities (Bunkyo-ku and other 11 wards and cities)
Note: If the total number of teams does not reach 16 based on the provisions i) to iii), the participating teams are determined in accordance with the following priority. The remaining spots are allocated to the regions in the order of the higher number of the JFFMS registered teams as of the end of June 2010. (Kanto, Kansai, Kyushu, Tokai, Hokkaido, Chugoku, Hokushinetsu, Tohoku, Shikoku) In 2014, Kansai, Kyushu and Tokai are given the spots (three teams), and in 2015 it will start from the next prefecture in the order (Hokkaido).
Note: Teams belonging to the host prefecture shall not be eligible to participate in the tournament as one of the teams categorised in i), even though they play in the regional qualifiers.

2) Participating teams shall be determined by Sunday 28 September 2014.
Tournament System
The 16 teams will play on the knockout system and determine champions, runners-up, and third-placed teams. No third-place match will be held.
Awards
The champions will be awarded a certificate and a trophy. The runners-up and two third-placed teams will be awarded a certificate.
The awards ceremony will be held at the match venue after the semi-finals and final.
