Guidance for Spectators to the Japanese National Team Matches

The Japan Football Association (JFA) urges fans and supporters who visit the Japanese national team matches to adhere to the content of the Precautions for Spectators and the Prohibited Conduct at the Stadium described below, as well as the JFA Regulations for the management and the administration of matches. Your understanding and cooperation are essential to prevent the spread of infections, and we ask for your kind understanding in this matter.
Please note that the restrictions, management methods, and related may change suddenly due to the situation of the spread of COVID-19 infections, the government’s policies, and the decisions of each municipality.

* Please also note that matches may be held without spectators.

Precautions for Spectators

Precautions for Spectators

  • (1) If you fall under one of the following conditions, please reconsider your visit:
    ・Feeling unwell (Example: if you have COVID-19 symptoms, such as a fever, coughing, a sore throat, drowsiness, and abnormality in the sense of taste or smell)
    ・There is a person suspected of having been infected with COVID-19 in your family who you live with or a close acquaintance.
    ・If you have travelled to countries, regions, etc., to which the government has imposed restrictions on entry or have been in close contact with persons living or travelling in such countries, regions, etc., within the past 14 days.
    Please note that if you fall under one of the above conditions, we are unable to repay to you the cost of the ticket, ticket commission, transportation costs to the stadium, etc.
  • (2) Please allow us to check your temperature at the entrance gate.
    Please be aware that you will not be allowed to enter the stadium if your temperature is above 37.5°C. In this case, we are unable to repay to you the cost of the ticket, ticket commission, transportation costs to the stadium, etc.
  • (3) Always wear a mask
    * We shall not hand out masks at the stadium. Please bring your own mask with you.
    * If you need to remove your mask to help prevent heat stroke, we appreciate your attention in maintaining social distancing (at least 1m, 2m whenever possible) and coughing etiquette.
    * There are following exceptions to the mask rule.
    Infants: It is preferable that they do not wear a mask (depending on the decision of the guardian)
    Preschool children except the above: Whether or not they should wear a mask depends on the decision of the guardian.
  • (4) Frequently wash and disinfect your hands.
  • (5) Maintain social distancing (at least 1m, 2m whenever possible) when entering and exiting the stadium, standing in line for the toilet, etc.
  • (6) Moving from your seat is prohibited while watching the match.
    (Such an act includes sitting next to each other and moving to the front of the stands to speak to the players)
  • (7) Even outside the stadium, in addition to maintaining social distancing (at least 1m, 2m whenever possible), avoid behaviours that increase the risk of people becoming infected with COVID-19, such as shouting, singing, cheering out loud, and crowding.
  • (8) In order to cooperate with the public health centre in providing information to spectators who may be in close contact with each other for its active epidemiological investigation, please help us by providing your personal information (name, phone number, residence area, etc.) and seat location in the stand. We will ask for this information while implementing thorough personal information management.
  • (9) In addition to the above, please adhere to the match watching rules and manners and follow the instructions of our staff.

Prohibited Conduct at the Stadium

Prohibited Conduct at the Stadium

The following conduct is prohibited:

・Cheering out loud
(Reason for prohibition: It leads to droplet infections)
Example: Whistling through your fingers, chanting, booing, using tools and musical instruments such as a transistor megaphone, megaphone, and trumpet
・Using megaphones including a transistor megaphone
(Reason for prohibition: There is the risk of shouting)
・Waving flags, including a large flag
(Reason for prohibition: There is a risk of contact with infected people, as a flag has the risk of being contaminated with droplets, etc., and of scattering the droplets)
・Waving or spinning a towel muffler
(Reason for prohibition: There is a risk of contact with infected people, as a towel has the risk of being contaminated with droplets, etc., and of scattering the droplets)
・Cheering that involves contact with people
(Reason for prohibition: It leads to contact infections)
Example: High fives, linking arms, etc.
・Cheering that creates a close-contact setting
(Reason for prohibition: There is a high risk of a droplet infection and contact infection)
Example: Unfurling a large flag at seats where spectators are present
* However, unfurling such a flag at unoccupied seats is permitted.
・Moving from your seat while watching the match (Changing the watching area, sitting next to each other, moving to the front of the stands to speak to the players)
* If you have necessarily moved from the watching area registered upon entering the stadium, please register the watching area information again.
・Having a conversation without a mask when eating and drinking

The following conduct is permitted:

Reason for permission: There is no risk of a droplet infection, contact infection, or creating a close-contact setting.
・Hanging up a banner
* Please pay sufficient attention so as not to create a close-contact setting when hanging up a banner.
・Clapping hands, beating time with the hands
・Holding up a towel muffler, gate flag, etc.
・Use of noisemakers (drums, cheering harisen (a large pleated paper fan designed to produce maximum noise), etc.)
* These can be used only at your own seat, and an area where their use is allowed should be set so that the spectators around you will not be disturbed.
* Drums can be used to lead the spectators in beating time with the hands and to encourage the spectators to cheer.
* The use of megaphones is not permitted and stadium equipment should never be struck.

Measures Taken Upon Entry into the Stadium

Please help us to take the following measures upon your entry into the stadium.
(1) Disinfection of hands
(2) Checking body temperature using a thermography (If you are suspected of having a fever, we will check your temperature using a non-contact type or contact type clinical thermometer.)
(3) Bag inspection (Please open your bags yourself)
(4) Collection of tickets (Please separate the ticket and the stub yourself)
(5) Registering of spectator information
* We request your cooperation in providing personal information to prevent the spread of COVID-19 infections
You are requested to register your name, phone number, mail address, residence area, match watching area, and other information.
Please register your information via the QR code shown on the paper to be handed to you at the entrance gate on the day of the match, or by handwriting your information at the information booth to be found after entering the stadium.

COVID-19 Contact-Confirming Application

Please download and set up the COVID-19 Contact-Confirming Application (COCOA).
With this app, you can receive a notification on the possibility of having been in contact with someone who tested positive for COVID-19 while ensuring privacy so that you and such persons cannot be identified by each other, by using the Bluetooth functionality of the smartphones on the premise of the agreement of the users. By being informed on the possibility of having come in contact with someone who has tested positive, users can receive a test and other support from a public health centre, and this is expected to help prevent the spread of infections.

Acquisition of Personal Information to Prevent the Spread of Infections

In an attempt to prevent the spread of COVID-19 infections, the JFA acquires the information of the spectators to the matches it hosts for the purpose of reporting those spectators for who it is considered necessary to report on in the event that there is a spectator who has been infected with COVID-19. The JFA and the Prefectural Football Association will strictly manage such personal information and will not use it for any purpose other than the purpose mentioned above. In addition, the Associations will not provide such information to a third party without obtaining the consent of the relevant person. However, upon request from a public institution (public health centre, etc.) to prevent the spread of COVID-19 infections, the Associations may provide such information to the institution only to the extent permissible by laws and ordinances. Those who are underage are requested to obtain the consent of their guardians before visiting the stadium. Note that the JFA will delete the acquired personal information after a certain period has passed.
